Is there a way to change who is the admin/owner of a project team?

Yes, if you're the admin of a team, you can visit the 'members' part of your project team dashboard.
Click on the drop down arrow by a member tile and you can assign additional admins as needed.
 
If you need to remove the original admin, or change the team 'owner' (the person who's photo shows up next to a team), let your Nominated Individual know as this is something we'd need to do for you.
